Issue Overview

It takes previous release PR into changelog generation and fails if it's not labeled. See maistra/istio-workspace#1034 (comment)

Expected Behaviour

Previous release PR should be skipped.

Current Behaviour

Fails changelog generation.

Makefile update - lets move to latest from istio-workspace

in our release process, we create .adoc release notes and then use pandoc to convert to md which we then sent in GH Release API call

if we are using labels.yml to keep information and sync from there maybe additional fields such as "area: yes" and "title: sth" can be added without causing it to fail (it's javascript after all).

Then changelog can read that info which we now have hardcoded in the code.

Example:

This way we can easily model area / subcategories (kinds) rendering
