please explain for what? port 20204 not use anything in nextjs or django

only set nav logined for first time, if I reload it gone

로컬 환경에서 돌려보려고 시도했으나 에러가 발생합니다.

python manage.py migrate 명령어를 실행하던 도중 이런 에러가 발생했습니다.
운영체제는 윈도우를 사용중입니다.
