This is my first time writing a dokku plugin and I also don't have much experience writing bash scripts.

Most of the code is adapted from existing dokku plugins such as postgres and letsencrypt.

Before publicizing and running this plugin in production I'd rather have @josegonzalez or someone else with solid dokku knowledge have a look around

When running litestream:auth more than once, creating the credentials folder fails:

mkdir: cannot create directory ‘/var/lib/dokku/config/litestream/credentials’: File exists

Need to adjust the mkdir command.

Temporary workarounds:

• delete the directory prior to running the auth command
• update the credentials inside the directory manually

Currently the litestream credentials are stored in a text file in the plugin config directory - is this acceptable or are there better ways?
