Was the order mixed up here? I was provisioning a stack with default settings only for s3 bucket, bucket region (us-east-1) and prefix and kept getting:

The following resource(s) failed to create: [VPCStack]. Rollback requested by user.
S3 error: Access Denied For more information check http://docs.aws.amazon.com/AmazonS3/latest/API/ErrorResponses.html

If the TemplateUrl !If is changed as follows I believe that would be the correct way given the defaults of the template?

 - S3Region: !If [ UsingDefaultBucket, !Ref QSS3BucketRegion, !Ref 'AWS::Region']
    S3Bucket: !If [ UsingDefaultBucket, !Ref QSS3BucketName, !Sub '${QSS3BucketName}-${AWS::Region}' ]

Seems to work as expected when the above is done for all TemplateUrl sections in the template. Otherwise incorrect bucket name of aws-ia-us-east-1-us-east-1 will be formed yielding the Access Error.
