rework chains mechanics

-remove chains if needed
-persists chains while escaping

Can provide minor inspiration and with turret normal inspiration

• fences will be cheap construction to separate prisoners and stop them from escaping.
• they will be fragile and won't give any protection

• Will allow prisoners to pass.
• Can lock by switching.
• Can shoot through

• Electrical variant can lock without switching.

Add locks to doors.

Locks:

• unlocked door can be passed by anyone.
• electrical doors can be locked/unlocked without switching
