RequirePod Is Not Part Of The "core" Theme

This is causing lots of headaches for lots of people:
wbraswell/rperl#28
Perl-Critic/Perl-Critic#712

Please do not set your policy as part of the "core" theme, or the "pbp" or "maintenance" themes either. This works as a shortcut on your system, but causes bugs in other people's code.

These 3 themes are among those reserved for "the Policies that ship with Perl::Critic":

It would be much appreciated if you could fix this issue and make a new CPAN release relatively immediately, so that we can stop all the test failures.
