undefined symbol: newSVpvn_flags

looks like newSVpvn_flags is not necessary defined in all Perl versions
view errors from https://www.cpantesters.org/cpan/report/0777ece8-0007-11e9-afbf-aec3b07506ca
which is running with Perl 5.10.0 / linux

We can probably provide a macro when missing to solve this issue
