The page https://moodle.org/plugins/local_badgecerts should give better instructions on how to actually use the plugin. It took me a while (and I almost gave up) to realize that I have to go to a course and access the menu from there. As an admin, I was expecting to find some relevant UI somewhere in the administration tree, too.

I had a problem when I wanted to create a certification. When I selected a moodle badge, its id was not saved as a certid in the database (certid=null). But if I create a certification and then edit it to select my moodle badge, it works (certid=moodle badge id in database).

To solve the problem, I just put the following line in new.php:
$fordb->certid = $data->certid;

I noticed certain SQL queries accessing the tables like booking_answers or booking_options that may not be present. There is no dependency on the other module declared. So is the Booking module needed?

The queries use certain functions such as IF() that are not cross-compatible (this one does not exist on PostgreSQL for example).
In Moodle it is essential to use cross-db syntax that works on all supported databases.
