I've added the following to the /vendor/etc/vintf/manifest.xml
<hal format="hidl">
<name>android.hardware.neuralnetworks</name>
<transport>hwbinder</transport>
<version>1.0</version>
<interface>

</interface>

Please let me know if it is the right way to solve this problem?

Did you reboot your device?
Android reads your configuration via manifest.xml only at boot time.
