There is a mayor problem with the sound quality of the bot.

I will split this into two issues:

Sound stuttering
Sometimes the sound is stuttering an adds little breaks while playing. Also sometimes it will fast-forward a few mili seconds. This happens due to small buffer size. This is fixable. I will set the buffer to one second. I've already tested this and the result sounds better. I will analyze this further and rollout the fix later.

Low bitrate
This was also requested by a lot of people. The current bitrate is set to 48kbit/s. This is quite low for music. However, I was not able to change this to a higher bitrate. When I increase the bitrate, the bot will transfer more data. But Discord will still play this data with the default bitrate. The result is a creepy slowed down version of the music.

Setting the bitrate in the OpusDecoder in Discord.Net has no effect. I also tried to change the default bitrate in the source of Discord.Net. If you have any idea to fix this please let me know.
