The issue is the position if the WHERE. In the original query, it affects the OPTIONAL MATCH, not the first MATCH. Thus it will match everything, and then the relationships attached to nodes with the specified tag.

What you probably want is:

MATCH (n) WHERE n.tag = "anormcyphertest"
OPTIONAL MATCH (n)-[r]-()
DELETE n, r
