Using an example of hours of work per week We would like to suggest three levels:

tier 3 - values are clearly impossible ( e.g. working 200 hours per week, only 168 hours in a week)
tier 2 - values are improbably by a liberal standard (if we try to keep as much as possible, we tend to believe what is report)
tier 1 - values are within reasonable range, but are not very likely, values are improbably by a conservative standard
