When accepting category, category name alone is checked. If name is present, category record is not updated. Because of that, when transaction item is retrieved, the old rate is shown.
Options:

1. Update category - Would change previous transaction details -> Unacceptable
2. Disable rate modification for existing category from Transaction form. User can make the change in settings where the consequence should be explained. -> Possible quick fix
3. Modify the existing category with new value. For the old transactions, create a new autoGenerated category which has the old rate. But in the UI, display the old category name.
