Create a datacheck for screening skewed and bimodal distributions

The naming convention is already used for a different project in PyPi, the repository will need to be refactored to allow a new name, CheckMates.

all data checks from evalml aren't migrated into checkmates yet, finish this task

The name CheckMate is unavailable on PyPI, the pkg naming will need to be modified and refactored to something new, possibly Checkers, in order to follow through with pkg release.

Version hasn't been updated to trigger package release

Documentation is not up to date with new package release and installation process

Specific data check has not been added due to various issues and errors, please resolve this

Remove EvalML dependencies and replace with CheckMates

This issue is regarding one of the github actions not running properly.
