We can do this via the LegiScan api by doing an API request for each bill. Using the change hash we can only do an API hit when we detect a change. This will save on API usage. We should also cache it for 3 hours per LegiScan docs.

Holy shit it's repetitive. This needs some cleaning to make it readable and more functional.

Currently if a state is spelled wrong, or a column name is wrong, or so many other things is wrong. the whole program panics and crashes. Let's add better error handling and send a notification to the team to let them know something is wrong instead of just silently panicking and breaking completly

On the AntiLGBTQ Bills page, for oklahoma it cites SB202 as a ban on gender affirming care. SB202 is a bill regarding Combustion Engines.

So I have noticed that the google sheet doc has alot of dead bills on it and they are dead dead by legiscan standards and I was wondering if we could remove those bills.

Add a function to be able to feed bills to GPT-4Turbo to get more information. Once this is done we can integrate this call into the soon to be search alerts, and have it auto-generate more about the bill and put it in the sheet which will future be a website
