FragDenStaat alllows to create new requests without user registration. But the email address still needs to get confirmed before the requests gets send. I'm not sure if this behavior is cool. This would mean for example, that a simple typo in an email address causes the invalidation of a case. The user has to enter all the data again.

I think it would be fine to have an email confirmation as a first step. But it should be easy to logging with Twitter/Facebook so people who don't like emails can easily log in as well.

Configuration for a case type allows to set it "needs to be approved". Cases are not automatically send, but are waiting for review through an editor. The editor gets a message via email, that a case is waiting to be reviewed.

Show message if magic login is not working because there is no user registered with the address
