Add padding to next race message

Right now we display messages that are not properly aligned.
Example:

Miami 

FP1: 2022-05-06 20:30:00 +0200 CEST
FP2: 2022-05-06 23:30:00 +0200 CEST
FP3: 2022-05-07 19:00:00 +0200 CEST
QUALI: 2022-05-07 22:00:00 +0200 CEST
GP: 2022-05-08 21:30:00 +0200 CEST

I'd like to change that so we can have all properly aligned.
Expectation:

Miami

Handle different timezones

As of now, we're always displaying time in UTC+2 format. I'd like to implement a way that a user can match the timezone with whatever works best for him.

We might implement this in different ways. Some ideas are:

  1. Add telegram buttons under the next race command message. To increment or decrement the timezone. It should change the already sent message displaying the new time zones.
  2. Add user/group time zone preference. This would be more convenient but we need to implement some sort of profile preferences
  3. Accept inline arguments like: UTC+1, UTC+2..., to enable time conversion
