Utilise the builtin keymap disable checkbox under package settings

Use the builtin atom.config.packagesWithKeymapsDisabled array so that disabled keymaps correspond to their respective package settings checkbox.

For example I now put this into my packages to have default keybindings, but disable them by default, which is reflected in the package settings…

# Disable package keymaps by default.
key = 'core.packagesWithKeymapsDisabled'
array = atom.config.get key
if not array or name not in array
    atom.packages.getLoadedPackage(name).deactivateKeymaps()
    atom.config.pushAtKeyPath key, name
