Implementation of 'pathological non-IID' data split setting

Hello!

I have participated in the guest lecture @ KAICD on 27th October.
As FL is still unfamiliar to many researchers/engineers in S. Korea, the lecture was very interesting and useful.
Thank you for your planning of the lecture.

After that, I've implemented a simple FL simulation code using Flower.
In my repository,
I have implemented pathological non-IID setting proposed in (McMahan et al., 2017), for simulating non-IID data split scenario.

Sepcifically, it is this funciton, which is retrived from my original FedAvg implementation code.

Though Flower is not devloped only for research or simulation purpose, I think it is better to be equipped with the simulation code of statistical heterogeneity.
