Add EtcdLoaderOption for setting TLS config.

Describe the solution you'd like

Create EtcdLoaderWithTLS(tlsConfig *tls.Config) which enables secure communication through underlying etcd client.

Add a FlagSetLoader.

Describe alternatives you've considered

Currently you can load flags separately, and use a PlainLoader, but it would be nice to have direcly a FlagSetLoader.
