Encountered the same issue and found the solution.
Just change .local/share/godot/templates to .local/share/godot/export_templates in workflow, so it will look like this:

mkdir -v -p ~/.local/share/godot/export_templates
mv /root/.local/share/godot/export_templates/${GODOT_VERSION}.stable ~/.local/share/godot/export_templates/${GODOT_VERSION}.stablefrom godot-ci.

Does the export_presets.cfg file in your project refer to any custom export templates?
Is it a folder inside the Docker Container or is that path supposed to be on my machine?
The path is within the container – you don't need to install export templates manually.

As far as I know I just download the latest version of the template and do the configuration.
The custom_template values in export_presets.cfgare all "".
