After opening your solution in Visual Studio 2017 Community Edition (Version 15.7.5) on a Windows 10 machine with developer mode turned on, and targeting .NET Framework version 4.6.2, I get the below errors:

• The type or namespace 'Media' does not exist in the namespace 'Windows' (are you missing an assembly reference?)
• Same messages for 'Storage' in 'Windows' namespace

and warnings of the like 'The referenced component "Windows.ApplicationModel.Background.BackgroundAlarmApplicationContract could not be found'.

Seemingly it can't find Windows... references:

I unblocked the downloaded files, and restored the Nuget packages.
However, I just can't find Windows.Media.Ocr.dll nor Windows.dll assemblies when I try to add them as references manually:

How could I run your console app?
