红包机器人功能修改
- 新增绑定群，每个红包应该指定具体群，通过输入 群地址，绑定所在群（避免后续多个团队创建红包，导致错误分发的尴尬局面），或者再程序里写入 绑定的群。
- 新增预览，当红包创建完毕后，应推出一条包含详细红包信息的 内容，以便检查是否出错。
- 指定 部分人员有发放红包的权限。
- 绑定账户时，应具有时效性，当即将截止统计时，可以发送提醒信息。
