@pliablepixels, sorry for this issue, zmeventserver doesn't have any problem.
in this weekend I correctly understood how mocord works and to correctly have notifications in this mode I set EVENT_CLOSE_MODE to alarm.

If I recall correctly, events are detected only if there are actually alarmed frames. Mocord will record irrespective. Did you check if there are alarmed frames in the events it misses? I'm not a 100% sure how ZM works with mocord but this is my guess.

Yes, the missing events have alarmed frames.
Anyway I also tried forcing alarms, I can see new events in zoneminder but zmeventnotification only catches the first event that I force, all the further events are missed, the after a while it catches a new random event and then it loses all the further events.
If you want I can get any log you need, but honestly I do not know what kind of log could be useful.

Hmm ok, I need to dive into ZoneMinder's code on how it detects events for mocord - as the code I am using is pretty much a copy paste of the code they have for zmfilter. What happens if you write a filter that does something on an alarm - does it always work in mocord too?

Sorry for the delay, I never used filters so for me this is not so immediate, this week-end I'll try to setup a filter to send emails to me when a cam detects a motion and I'll try it in modect and mocord.
I'll let you know.
