[UI] unable to hover over tooltip items without focus on window about walletwasabi HOT 4 OPEN

Open Wasabi, give the focus to another window (like browser) and then move the cursor to the status icon. Can you repro like this?
If you give back the focus to Wasabi it works again, right?

This is something that cannot be fixed without reintroducing several other flyout-related issues. This because the nature of #10767 fix. The best would be to remove the temp fix on our side and have flyouts properly working on Avalonia side.

thanks for checking, it was mostly annoying as I didn't understand the cause

changed the description, it's for all tooltips indeed (like also privacy suggestion flyout)
