It uses the highest fee rate. The highest fee rate might be crazy low, like right now:

We don't know what the parent paying. Therefore it's expected to pay less when the parent pays more than the fastest testnet fee rate.

I believe the issue is that sometimes the speed up CPFP tx is using crazy low fee rates, like 1 or 2 sat/vbytes. This doesnt speed up the parent at all.

@yahiheb correct me if I'm wrong.

Putting this back to the backlog.
I previously heard @nopara73's hypothesis about why this could happen but after discussing with @yahiheb, we were able to repro this easily and it does look like a bug.
I think #11149 is the same issue, it's just that sometimes CPFP bumps the fee rate, sometimes it gives the same, and sometimes it even pays lower fee rate than the parent.

We don't know what the parent paying. Therefore it's expected to pay less when the parent pays more than the fastest testnet fee rate. For example when the parent pays the fastest simulated testnet fee rate.

Notice the CPFP operates with real fee rates, the tx creator operates with simulated ones.

Users want to speed up those transactions which are unconfirmed for a long time. Transactions with very high fee rate are going to confirm very quick. So in most cases, this is not an issue.

A further improvement would be to not suggest a speed up for high fee rate transactions, but since we don't know foreign transaction fee rates, this is not possible to implement currently.
