刚刚又测试了一下，估计各位与我一样，没有设置环境变量。
2.添加环境变量：[opencv安装目录]\opencv\build\x64\vc12\bin
作者已经写明了。

有解决方案：将编译后的create.dll文件和opencv_world310.dll放在system32下就可以了，估计还是环境变量未设置好。
PS：不是我发现的，是ISSUE中有人写了

我的是visual studo 2017,opencv3.4.1,编译通过，也是报同样的错误，希望解决。
