picorv32 is absolutely fine running out of RAM, and there is nothing to stop you modifying RAM during execution, so this should work fine. Flash would be a bit more involved but also doable.

Yes. This works just fine. In fact, flashio() in the PicoSoC firmware does copy code from flash to memory and then executes it there (necessary to reconfigure flash because we can't execute code from flash while reading/writing flash control registers). The function could as well generate code instead of simply copying it.
