I'm pretty sure this was happening because of the missing directory map for the plugin on the WP CLI instance which has been added now:

Thanks for reporting the issue @jonom! I could replicate it locally.
It appears that the Docker engine inside Vagrant fails to recreate the WordPress container because it thinks it's up to date when running vagrant halt
followed by vagrant up
:
