Make RSVPBot run natively on the Zulip server about rsvpbot HOT 3 OPEN

On the RSVPBot side, we need to restructure the code a bit to separate driver kind of stuff (e.g. fabfile) from library kind of stuff more at the directory level than is currently happening, just so it's a little easier to share code between the projects.

On the Zulip side, which you're welcome to help with, we need to expose more of the API to RSVPBot within our own driver, which is here:
