Apparently, the issue has something to do with sharedStrings.xml in the excel package.

After unzipping the excel file, there is no sharedStrings.xml. However, the file xl/_rels/workbook.xml.rels specifies a tag that links to
<Relationship Id="rId4" Type="http://schemas.openxmlformats.org/officeDocument/2006/relationships/sharedStrings" Target="sharedStrings.xml"/>

for the particular excel file I have. Removing this line causes the file to work but opens with error (Excel complains needing to do file level repair).
