Add support for GEMV about hblas HOT 8 CLOSED

one of the other folks on IRC might be doing that as a warmup task for learning hblas this weekend, otherwise i'll get it done shortly myself (it'd be a good ffi warmup for them though)

one thing needed before gemv is properly added is support for strides on 1dim arrays (row/column vectors)

i'm adding a Numerical.HBLAS.SlowCorrectReference.BLAS this evening, 'cause I think the best way to test is going to be quick check properties / comparisons vs reference routines. Wil also have to cook up some sane way of doing comparisons mind you :)
