After adding both the tags (custommalloc and nottinygc_envoy) I could build the wasm plugin.

tinygo build -o plugin.wasm -gc=custom -tags="custommalloc nottinygc_envoy" -scheduler=none -target=wasi main.go

from nottinygc.
