Yep, agreed this needs to be clearer. At the moment this is quite tricky to get right because people will be approaching the project at different levels, with different setup requirements for each one...

a) people wanting to try out Wagtail by playing around with the demo site
b) people wanting to build their own sites from scratch on Wagtail
c) people wanting to develop Wagtail itself

In the long term, the majority of users will hopefully be a) and b), and so that's where the 'get started quickly' docs are focused - but of course there's a high proportion of c) going on right now too.

You can safely ignore the modelcluster bits - that's more of a category d) people working on the low-level libraries that have now been spun off from Wagtail. Those should be relatively stable now, and considered as just another external dependency like Django, South and so on.

Have now updated the wagtaildemo README https://github.com/torchbox/wagtaildemo/blob/master/README.md with specific instructions for Wagtail developer setup - these will be folded into the main docs in due course. (Assigning to Tom for that bit...)

Docs are now at http://wagtail.readthedocs.org/. Still a bit thin, but we're heading in the right direction!
