For users, it would be good to provide this information in accessibility summary. Soon we will start work on document for guiding publishers for writing accessibility summary.
The primary objective of user experience guide is to make display of accessibility metadata user friendly.
If we want to extend the techniques further for helping in discovering details like Media Overlays from accessModeSufficient, then we can discuss it and make decision for the next revision of the document.
