You are right that jpeg is a core media type. However, the OPF spec explicitly states that only OPS Content
Documents are allowed to be referenced in the element. Here is a link to the spec (section 2.4): http://www.openebook.org/2007/opf/OPF_2.0_final_spec.html#Section2.4 According to the spec, images are only allowed to be referenced from inside the XML document.
That being said, the error that is generated is rather misleading. I'll put in a fix that generates a specific error
message that is more clear as to the source of the violation.
