Things to try:
- Is it reproducible locally? (Ruling out changes in travis)
- Old version of centos 6 docker image (centos 6.10 image behaves the same)
- Old versions of Puppet (5 and 6) (Tested 6.9.0-1.el6)
- Old puppetllabs/inifile (Pinned to < 4.0.0)
- Old beaker related gems

Update the same lines in /etc/yum.repos.d/proxysql_repo.repo as puppet does and then try to update proxysql...

Not using downloaded repomd.xml because it is older than what we have:

No Packages marked for Update
There has been a new proxysql 1.4 package this year, but no proxysql 2.0 packages (for CentOS 6).
Whenever you touch a .repo file, the repomd.xml will be downloaded, but not necessarily used...
from puppet-proxysql.
