Agree that the private key should have much more strict permissions. Ideally 600, and the user can always add g+r later if they want.
As to ownership, I think it should stay as who created the key. Chowning to root or puppet would require a sudo, and whilst it fits the puppetmaster model, it doesn't really fit the masterless puppet model and all use-cases IMHO.
I think it better left up to the user to decide who owns it - perhaps an info message after the key is created is a good compromise
