Hi,
./tricore-elf-ld --version reports 2.20
m4_define([NEWLIB_VERSION],[1.18.0])) declares V1.18.0 for newlib
I never diffed against mainstream binutils and newlib repos, so difficult to say if portions of newer versions were merged in.
Which version is it according to your opinion, what is the motivation for the question?

I created a new project with the same components...

In my case I've:

  • releases/gcc-9.4.0
  • binutils-2_20
  • newlib-1_18_0
    but... if I make a comparison beween these two folders I get a lot of changes in unexpected points:

Did I choose the correct repositories?
These are mine:
about binutils:
origin: git://sourceware.org/git/binutils-gdb.git
and newlib:
origin: https://sourceware.org/git/newlib-cygwin.git

Lastly... what is the motivation for the question
To understand and learn from your work.
