You should not use func addr (it is setup only during loading a module containing the function).

Instead you should use a reference operand to a finished function.
For recursion, you can create a forward item created before the function and then use reference operand to it.

forward_item = MIR_new_forward ("foo");
proto_item = MIR_new_proto (ctx, "foo_proto", ...); // the same result and arg types as in the function
...
MIR_new_func (ctx, "foo", ...);
MIR_new_call_insn( ctx, 3, MIR_new_ref_op (proto_item), MIR_new_ref_op (forward_item), MIR_new_reg_op( ctx, bar));
MIR_finish_func (ctx);
