That package is built as part of CI, and shouldn't be checked in. I wouldn't recommend building these binaries manually; there's a lot of heavy lifting done to get everything all in one binary. Try using the tasks or the pipeline in ci/ instead.

There's nothing to fix. This repository is currently 100% CI-driven and is not meant to be something contributors really build by hand, as there's way too much heavy lifting (building tar, packaging all the rootfses, etc. etc.). Iterating on the ATC or other components directly is a much better feedback loop.
