ImageCopyFailure due to privesp issue about atmosphere HOT 5 CLOSED

So far, I've got an updated image and docs which will allow you to successfully do this, however, in the context of using something like Powerstore, it would cost a lot of CPU usage.

I'm going to try forcing the cloud to use raw images instead.

Indeed, those issues are not present when using raw images because these problems are all happening when we have to mount/convert things.

I think we just want to enforce use of raw images only in a cloud where PowerStore is in use so that the control plane doesn't end up hair pining all the downloads/conversions. I've confirmed this:

I'm updating the documentation accordingly, however, now Nova is not happy:

Driver initialize connection failed (error: Bad or unexpected response from the storage volume backend API: Host <snip> does not have FC initiators.).

We'll probably have to update image...
