You should use the latest version of the plugin, namely this one. I haven't tested it with Phonegap Build in a while but it should work.

Yes, AFAIK you need to explicitly include phonegap.js in your index.htmlfile.

I already tested in Phonegap Build, but the latest version code doesn't work. For Phonegap Build works: window.plugins.clipboard. I think that you have don't updated the PGB plugin with the new code.

And just like a suggestion, you should add the instruction to add phonegap.js in the index.html in the PGB plugin documentation.
