Thanks everything in Bangkok!
VCCW is using wp-cli wp core download for installing WordPress.
I'm sorry, I am not thinking about changing the wp_content location because there isn't option for it.
NAME
wp core download
DESCRIPTION
Download core WordPress files.
SYNOPSIS
wp core download [--path=<path>] [--locale=<locale>] [--version=<version>]
[--force]
OPTIONS
[--path=<path>]
Specify the path in which to install WordPress.
[--locale=<locale>]
Select which language you want to download.
[--version=<version>]
Select which version you want to download.
[--force]
Overwrites existing files, if present.
EXAMPLES
wp core download --locale=nl_NL
(END)
But maybe you can use following.
