I think there is some regression between 3.1.0-pre and 3.1.0, because on yesterdays pre-release this issue was complexly gone, but right now it's not gone again. I tried to launch both with admin/no admin rights, trying to copy vulkan from multiple browsers, it's not working anymore

Moreover i don't understand why you just don't try to clone this vulkan file from the browser automatically before showing an error? Almost all solutions in Wiki can be done automatically on the launcher side so that user sees the error only if nothing happens, if you already describe the solution in the wiki and know to fix the problem, why not trying to solve it automatically so that people do not even know about the error existence?

Every one of that solution might has some side effects.
The solution with copying the ddl file had once been implemented, but caused bugs for other users.
As noted in the Wiki page:

The precise cause of these issues remains unknown, leading to an absence of a universally accepted solution.

As you noticed as well, some versions seem to work out of the box, others not.
I was never able to find a proper way to constantly reproduce it / fix it.

If you can find a reliably way on how to fix this error, I'm happy if you would share your solution :)
