Add documentation to build from source located at uhc/EHC/build/libutil

The EH-Util package is build as part of the uhc build, so it should be there when make arrives at the point you mention. Can you attach/send/email the output of a fresh build (i.e. after make clean)?

Did you do a autoconf, ./configure and make uhc @johnpmayer ?

The EH-Util package now is moved to a separate library uhc-utils, available in Hackage
from uhc.
