That all looks correct.
The issue is that S19s on stock (or any Antminer on stock for that matter) don't expose wattage data, because they don't actually know via the PSU. Aftermarket firmware (BOS+, VNish) guesses at a wattage number using the frequency and voltage information it sets on the chips. Since pyasic is also not privy to that information, it's extremely difficult to estimate the real power usage of a miner at any given time, so I find its best to just return a sentinel value, -1.
