Touch up download resiliency about congress HOT 2 CLOSED

Hey Eric, we solved a lot of these problems for Open States and you could
probably benefit from the work we put into scrapelib. (Configurable retry
support, the ability to detect error pages that come back with a 200 status
code, etc. all sorts of common stuff around this task)

error, and return an appropriate status dict back to the bills task when it
does. Also, the actual timeout logging code raises an exception because
