Exactly what you say. Instagram in particular has very heavy detection systems.
And by using a VPN, woud be a bit naive to think that those ip's are not tracable to a VPN service/datacenter.
There are specialized companies which do this and instagram has the money to get the best of the best.
You would have heavily more luck when using your mobile phone as hotspot (so you get the ip of your phone provider).

And frequent logins that is a problem as well. normal users log in once a year maybe.
