Parse old UCAN versions about ts-ucan HOT 2 CLOSED

Was just looking at this. Much more important issue: How do we handle the rsc key?
I think the most correct translation of this old UCAN into version 0.7.0 would be:

But that seems weirdly fission-specific. Of course that's just what it is now that we've been the only users for UCANs so far.
Should we perhaps have this logic somewhere different than within ts-ucan? Thoughts @expede?

Another idea of how to translate this would be by just translating it into a single capability { rsc: "*", cap: "SUPER_USER" }.
And then it's in the hands of the capability semantics definition to interpret correctly.
